Can't see real long-term records (is gogarbank newish?) but we nearly got there in 2012 with 998mm according to this - dunno how reliable it is though, those min temps look hooky :-)

What is perhaps rather surprising though, is that today's rainfall has only added a further 1.8 mm of rain to that total, but along with a further 3.6 mm at the botanic gardens in Edinburgh, so I'm not all that convinced that we will actually get more than 1,000 mm of rain during this year when the final statistics come out.
If we do, this year will then be the wettest year on record at that particular station but even as things stand just now, this year will go into one of the top 4 places in that list which you have linked to, regardless of what actually happens during the rest of this year.
In response to your question about that being a new station, I can report that Gogarbank is a station which is run by the Met Office on behalf of the Scottish Government who actually own it. It has only really been there in its present location since around 2005 and before then, it was located for a couple of years (probably from around 2003) at a nearby location in the Craighouse area of Edinburgh. The gap in the records which is shown there is probably as a result of that move happening at around that time.
These days, no rainfall data is ever reported for Edinburgh Airport but if you go back even further over the records, we find that rainfall data was taken at Edinburgh Airport during the 20th century and so, it would appear that Edinburgh Airport would have been the main source for Edinburgh's rainfall data before that was then transferred to the relatively new station which is now known as Gogarbank.
The north of Edinburgh, usually always missing out on snow events which occur not just within the rest of Scotland or the UK, but also within the rest of Edinburgh.
