I've flagged this to the BBC directly and asked them to reword it because I think it's awful reporting.
"The statement is a blunt assessment of where we are now. In her view this challenging summer is not a new normal that people can grow used to but instead it marks the coolest, least-severe conditions that Britain can now expect – with each year likely to bring more difficult conditions until greenhouse gases reach net-zero."

I said to them:
"this is awful reporting. Year-to-year variability means that, despite the increasing background warmth, we will experience cooler summers than the current one. The point is that the TREND is towards higher temperatures, but it is not a linear progression because of variations in weather patterns. Can you word this better?"
