Those are the rules. It doesn't seem unreasonable to me for late entrants to recieve a penalty, to ensure they don't gain an unfair advantage.

Fine with penalties. GW used to apply them. They were laid down in advance and 0.1c or 0.2c depending on how late. 

This is 0.7c is a figure seemingly plucked out of Frank H's hoop. 

Given how tight margins are, it effectively counts me out of the annual competition. For being 9 hours late. When that lateness made no difference to my entry (as you can see, I'm at exactly the halfway point of all entries). Is it really worth continuing?

0.7c penalty is quite harsh but not something that would write off a whole year.  As Frank has kindly and generously taken over the comp i think it's up to him now. 

As for February its looking very mild indeed now. And I for one look like getting burnt by the fantasy GFS easterly.

I thought it was meant to reflect the difference beytween the average of the on-time entries and the late entries that were sent post model-flip. Looking at that overall it would seem like the late entries have an advantage. All assuming the month turns out mild of course!

I was only late because I didnt have an internet connection, and 0.7 is excessive. I have participated since the start and have never received a penalty for being a few hours late.
