Those are the rules. It doesn't seem unreasonable to me for late entrants to recieve a penalty, to ensure they don't gain an unfair advantage.

0.7c penalty is quite harsh but not something that would write off a whole year.  As Frank has kindly and generously taken over the comp i think it's up to him now. 

As for February its looking very mild indeed now. And I for one look like getting burnt by the fantasy GFS easterly.

I thought it was meant to reflect the difference beytween the average of the on-time entries and the late entries that were sent post model-flip. Looking at that overall it would seem like the late entries have an advantage. All assuming the month turns out mild of course!

I was only late because I didnt have an internet connection, and 0.7 is excessive. I have participated since the start and have never received a penalty for being a few hours late.
