There was a time (unless someone can correct me on that), when only a Mod could start a current conditions thread which meant that old threads could immediately be locked as soon as the next one starts. This is what Brian does with the Model Output and Media threads.

Regarding CC threads (or any thread) I think it's been the case that they could be started by any member (at least since I can recall - circa 2003). The more popular  MO and Media threads get reborn after 50 or so pages.
