Its not at ground level, jet aircraft engines are (?) 10-20ft up on the air, and hot air rises....The hotter it is the faster it rises. The notion that aircraft exhausts warm temperatures at LHR is a 
Besides, no aircraft go near the LHR weather station thermometers (set at (?)4ft remember) - so the hot air would have to creep along the ground to warm it
